Sources and review coverage
Eduardo Mangual account: all 14 PA RFRs, 15 contracts, and 5 To Do entries reviewed; HMGP and Other Funds contain no visible records. Eight pending records independently reviewed through notes, communications, history, and contract checklists. Compliance tables for all three accessible applicants reviewed. Chrome blocked the Saint Monica supporting CAP letter download, so its full contents were not verified; checklist completion does not establish RFI closure.
